Driving licence ruling makes no sense

MY driver’s licence was set to expire on Nov 10, so I went to the JPJ office to have it renewed on Nov 9. However, I was flabbergasted to learn that I was only eligible to renew it for a year until Nov 10, 2008, after which I would have to renew my licence once again.

To add insult to injury, I was told that if I were to renew my licence after my licence had expired, I would be granted a five-year term.

Can anyone from JPJ explain why those of us who want to renew our licences prior to expiration will be “penalised”, whereas those who renew theirs after it has expired will be rewarded?

Where is the sense of fairness here? Does our JPJ encourage people to drive with expired drivers licences?
