Smooth start to Puspakom’s new inspection programme

PETALING JAYA: The new Hire-Purchase Inspection (HPI) programme has been implemented without a hitch.

A total of 612 cars were inspected yesterday at Puspakom centres nationwide under the programme, said its chief executive officer Hisham Othman.

He said that the inspection which costs RM60, had “gone smoothly”.

Puspakom recently added 19 dedicated HPI lanes which opened yesterday to cater for the B7 inspection.

The HPI, also known as the B7 inspection, took effect on June 15 as part of amendments to the Hire-Purchase Act 1967.

The amended Act makes it compulsory for owners of used vehicles to get their vehicles to undergo a comprehensive 18-point inspection before sellers can enter into a hire-purchase agreement.

This is to verify the vehicle's roadworthiness and protect consumers. However, unhappy car dealers have protested against the mandatory inspection, deeming it an unnecessary cost for consumers.

They were also unhappy with the new 1% maximum booking fee, which requires used-car dealers to refund customers 90% of the booking fee if the deal falls through.

In a bid to resolve their woes, the dealers submitted a memorandum to Minister in the Prime Minister's Department Tan Sri Dr Koh Tsu Koon and Domestic Trade, Cooperatives and Consumerism Minister Datuk Seri Ismail Sabri Yaakob yesterday.

The dealers were represented by the Federation of Motor and Credit Companies Associations of Malaysia (FMCCAM) and Gerakan Youth in a discussion with Ismail.
