PUTRAJAYA: Former Home Minister Tan Sri Syed Hamid Albar is the chairman of the Land Public Transport Commission (SPAD) effective June 3.

Prime Minister Datuk Seri Najib Tun Razak also appointed Transport Ministry’s special adviser Mohd Nur Ismail Mohamed Kamal as the chief executive officer to the newly-set up commission, according to a statement from the Prime Minister’s Office on Sunday.

“The Prime Minister will appoint other commissioners for the Land Public Transport Commission. However, the announcement will be made at a time to be determined later,” the statement said.

The Prime Minister’s announcement confirms The Star’s report Saturday about Syed Hamid’s appointment.

The SPAD chairmanship had been the object of a struggle between various figures, according to insiders and news reports.

The names of Minister in the Prime Minister’s Department Datuk Seri Nazri Aziz, Deputy Minister in the Prime Minister’s Department Datuk S.K. Devamany and Commercial Vehicle Licensing Board (CVLB) chairman Datuk Halimah Mohd Sadique had been bandied about.

The Land Public Transport Bill, tabled in Parliament on April 12, aims to rationalise public transport under a single authority called SPAD.

Its main objective is to formulate policies pertaining to public transport, monitor and plan rail, bus and taxi services as well as transport of goods via both rail and road.

To ensure the success of its objectives, SPAD will take over functions of several government agencies such as Rail Department, CVLB and the role of Tourism Commissioner in issuing licences for tour buses, the statement said.

“More importantly, the commission will be given the responsibility of realising initiatives of the National Key Result Areas (NKRA) for public transport, in line with boosting the quality of public transport for the comfort and convenience of users.
